The foreign policy changed under the Tokugawa Shogunate as the trading in Japan was limited to countries and people, many foreigners were not allowed to enter Japan and locals were not allowed to leave as the shogun of that time; Tokugawa Iemitsu wanted to decrease the interactions between Japan and other countries because he thought that foreigners and foreign influences would threaten his rule over Japan. This policy took place over a time period of 220 years and ended completely when an American fleet of ships captained by Matthew Perry demanded that Japan start trade with America and the West.
